China, which recently surpassed the U.S. as the largest carbon-emitting nation, has published an energy plan that will guide its development through 2020. Although the plan is not “carbon legislation” in the traditional sense, it includes several policy measures that promote the development of low-carbon energy generation technologies. China will spend 5 trillion yuan (US$750 billion) on the plan and aims to reduce emissions by 1.2 billion tons annually.
